The federal law on state-private partnerships and municipal-private partnerships, signed by the President in July, comes into force on 1 January 2016. The current law in St. Petersburg differs substantially from the new law and experts believe that bringing the St. Petersburg law on state-public partnerships into line with the new federal law may lead to significant difficulties for existing projects in the region.

Vladimir Kilinkarov, Head Maxima Legal’s Public-Private Partnership Department, gave ‘Kommersant’ his views on possible turns of events in this area.

The St. Petersburg Legal Portal conducted a poll among representatives of St. Petersburg companies in different fields on their results in 2015 and their plans for the future.

Maxim Avrashkov, Managing Partner, told the legal portal about the measures for development undertaken by his own company, the legal difficulties for which business should be prepared in 2016 and Maxima Legal’s plans for the coming year.

Following the amalgamation of the subsidiary companies Donavia and Orenburg Airlines with ‘Rossiya’, the St. Petersburg airline that is affiliated to Aeroflot, Aeroflot decided to issue an additional block of shares, so increasing the statutory capital of the airline. The Government of St. Petersburg, which holds a controlling interest in the combined airline, decided not to take part in the issue of shares in ‘Rossiya’.

In its review of the ‘legal’ results of the year ‘Kommersant’ raised the question of the quality of legal education in St. Petersburg and sought the opinions of various representatives of law firms.

Vladimir Kilinkarov, partner, commented: “The situation is now improving slowly; many graduates and former lecturers from St. Petersburg State University are working in other higher education establishments and are thus raising the quality of education there”.
