Vladimir Kilinkarov was a PPP expert during the discussion: RUSSIA'S HEALTHCARE SYSTEM: IN NEED OF MODERNISATION
On the 25th of September a meeting of medical, pharmaceuticals and legal experts aimed to discuss topical issues on the healthcare system modernisation took place in MEDEM clinic.
The discussion organized by PH Kommersant started out from the current political and economic realities: the fundamental issue discussed by the participants was an impact of international sanctions against Russia on further development of the healthcare system and pharmaceutical industry.
The experts concurred that one of top targets of today's healthcare system is building of a proper infrastructure.
Vladimir Kilinkarov, the head of Maxima Legal PPP practice, commented on the possibility to engage private business in funding the foregoing target:
"According to the study made by the Ministry of Healthcare of Russia, to a have a new healthcare infrastructure created or to make a capital repair of and upgrade the obsoleted infrastructure one should spend over 2 trillion roubles today. With current funding pace it would take about 80-100 years. This infrastructure cannot, evidently, be developed without private funds and PPP tools within a short time, and regulatory drawbacks in this area just aggravate the situation".

Maxima Legal at the Kommersant Largest North-Western Companies awards
On the 30th of September a Maxima Legal partner, Vladimir Kilinkarov, visited an evening reception in Le Boat restaurant organized by Kommersant to formally announce the results of annual ranking of the major companies in the North-Western federal district.
The reception was attended by the heads of ranked companies of Saint Petersburg and the Leningrad Region, partners of Kommersant Publishing House, well-known politicians, businessmen, artists, athletes, state officials.
According to the survey, the leading position among the largest North-Western federal district companies in terms of growth rates was occupied by OAO Gazprom Neft (Saint Petersburg). OOO O-C-S Center (Saint Petersburg) was rated the second. A bronze medal was awarded to OAO Rostelecom (Saint Petersburg). The leading retail company, OOO Lenta (Saint Petersburg), was rated the 4th.

Maxima Legal became a legal adviser of the Tula Region on the PPP issues
On 4 September 2014 partners of the law firm Maxima Legal, Maxim Avrashkov and Vladimir Kilinkarov took part in the working seminar Public Private Partnership as a promising form of the implementation of regional projects organised by the Ministry of Economic Development of the Tula Region.
During the event there was an agreement with respect to cooperation in course of the implementation of major infrastructure projects embedding PPP schemes signed between the Tula Region and Maxima Legal.
During the next year Maxima Legal PPP lawyers will play an active role in the elaboration of PPP laws of the Tula Region and in the preparation and implementation of PPP projects involving social and economic infrastructure in the region.
The head of PPP of Maxima Legal, Vladimir Kilinkarov:
"The Tula Region, like many other regions of the Russian Federation, seeks the soonest refurbishment of the entire regional infrastructure. This complex process requires attracting Russian and foreign investments and, no doubt, application of public private partnership schemes.
We are thankful to the government of the Tula Region and the minister of economy of the Tula Region, Mr Grigory Viktorovich Lavrukhin, in person for the confidence in our firm and hope to develop a long term partnership".
Evgeny Druzhinin took part in the PROEstate investment forum
On 8-10 September 2014 under the aegis of the Russian Guild of Managers and Developers in the metropolitan Expocentre there was held one of the country largest real estate fora, PROEstate, organised with the strong support of the Ministry of Construction, Housing and Utilities of the Russian Federation.
This year the forum gathered more than 4,300 industry leaders from 22 countries and 70 Russian cities. The communication platform of the PROEstate traditionally served as a meeting place for the heads of the largest development, investment and construction companies and state authorities.
The minister of construction, housing and utilities of the Russian Federation, Mr Mikhail Men, who delivered his speech during the business program of the forum was one of the most talked about figures.
Evgeny Druzhinin, the head of real estate and construction of Maxima Legal, shared the impression left on him by the event: "Over the years of its existence, PROEstate turned into a "barometer" of the principle real estate market tendencies.
This year most experts were pretty reserved making their observations and forecasts and there were lots of underlying reasons for that. However, the experts agreed that it is too early to raise alarm. We should move on, albeit with a careful eye on the not that advantageous macro economical background".
