The latest edition of Maxima Legal's "Doing Business in Russia", which has already been highly rated by Russian diplomatic posts abroad and by the country's regional authorities, is now out.

All the information contained in the book has been carefully revised and expanded to reflect the latest amendments in Russian legislation (as of May 1 2015), as well as the provisions of the most important bills and trends in various branches of Russian law.

"Doing Business in Russia" is aimed at foreign businessmen and investors wishing to invest their resources in developing a business in Russia. The book contains a short synopsis of key aspects of corporate, tax, customs, employment and immigration legislation, contract rights, legislation in the real estate and construction sector, regulation of commercial activity, insolvency, intellectual property and defence of competition.

Work is currently under way on specialized publications tailored to specific foreign countries.

The book is edited by Vladimir Kilinkarov and Maxim Avrashkov, partners of Maxima Legal, and has been published since October 2010.

On 8 October 2015 at 5pm (Moscow time) the Institute for the Development of State-Private Partnerships, in conjunction with Maxima Legal, will hold a webinar on the subject of state-private partnerships. The leaders of the webinar will be Vladimir Kilinkarov, Head of Maxima Legal’s Public-Private Partnership Department, and Evgeniy Druzhinin, Head of Maxima Legal’s Real Estate and Construction Department.

The following questions will be discussed during the webinar:

  • Problems of identifying an appropriate grantor/public partner in a public-private partnership project. The problem of identifying the person authorized to sign the project agreement on behalf of the grantor/public partner.
  • Separate problems relating to the definition of the object of agreement in a concessional/public-private partnership agreement and to granting an investor the property necessary for the implementation of a public-private partnership.
  • The granting of land to the concessionaire/private partner for pursuing the activity specified in the concessional/public-private partnership agreement: practice, problems.

A regional conference of the Siberian Federal district on the topic "Public-private partnership: a useful means of area development under economic crisis circumstances" was organised on September 10 by the government of the Omsk Oblast, supported by the Agency for Strategic Initiatives, Leaders' Club and the law firm Maxima Legal.

Representatives from the Ministry of economic development of the Russian Federation, Vnesheconombank, Sberbank Rossii, ANO Agency for Strategic Initiatives, government bodies of subjects of the Russian Federation, as well as leading Russian specialists in the PPP area (lawyers, consultants, financing organisations, higher education institutions' representatives) all took part in the event.

Vladimir Kilinkarov, a partner at Maxima Legal and head of the PPP practice, moderated a session "Experience of PPP mechanisms application in Siberian Federal district areas, while Evgeniy Druzhinin, senior lawyer, head of the Real Estate and Construction practice, took part in a discussion with governmental bodies' and business representatives.

Apart from the official section of the event, the conference participants enjoyed a cultural programme, which included: a trip to the centre for Civil War history study, located in the temporary residence of A.V. Kolchak in Omsk and a hockey match between the Omsk "Avangard" and Tolyatti "Lada".
