On 22 September Vladimir Kilinkarov, a Maxima Legal Partner and Head of the company’s Public-Private Partnership Department, took part in an extended session of the ‘Northwest Strategic Partnership’ working group on public-private partnerships which was also attended by Sergey Zimin, Assistant to the Plenipotentiary Representative of the President of the Russian Federation in the Northwest Federal District.

The session discussed the main provisions of the Federal Law ‘On State-Private and Municipal-Private Partnerships in the Russian Federation and the Introduction of Amendments to Individual Legislative Acts of the Russian Federation’, the possibilities of the new law and problematic aspects of the new regulations.

Vladimir Kilinkarov spoke as Russian Railways’ official consultant on state-private partnerships on the subject: ‘The Use of State-Public Partnership Instruments for the Development of Railways in Russia: Trends and Prospects’.

Since August 2015 lawyers from Maxima Legal have been representing the interests of the "Trust" National Bank in a number of legal disputes.

The "Trust" National Bank, founded in 1995, is one of the largest retail banks in Russia in terms of its assets. Since 2015 it has been part of the "Otkritie" Financial Holding. In conjunction with the "Otkritie" Banking Group (the "Otkritie" Financial Corporation and the "Otkritie Khanty-Mansiysk" Bank), "Trust" forms a major private banking business with assets exceeding 3 trillion roubles, around 4 million private customers and about 190,000 legal entities. As part of "Otkritie" "Trust" is developing as a universal retail bank.

Maxima Legal acted as a partner in a working breakfast on the subject of "Innovative Practices in Education" held at the "Benua 1890" Creative Space on 9 September.

Those taking part in the event were heads of schools, higher education establishments, creative spaces and museums, as well as developers of innovative methods and programmes. A variety of matters were raised during the discussion, including:

• alternative teaching: advantages and disadvantages;

• innovative programmes for young people: practical experience and solutions;

• teaching through entertainment: the use of interactive and other methods.

Natalya Zelentsova from Maxima Legal described ways of protecting the copyright of developers of innovative educational programmes.

Maxim Avrashkov, Managing Partner of Maxima Legal, took part in the annual regional meeting of the International Lawyers Network (ILN) in Glasgow, Scotland from 10 to 13 September. The organisation encompasses over 5,000 lawyers from over 70 countries representing companies and market leaders with positive records.
